I proved to the case manager that having the valves covered in dirt did not cause them to fail, but she ignored my proof. She said it did not meet their standard of installation. I told her that sometimes the valves aren't even put in boxes, they're just buried in dirt. They work fine. Mine were 20 years old. That's why they failed.
