Free Medicare Counseling

California Health Advocates offers Medicare counseling and educational presentations through the Health Insurance Counseling & Advocacy Program (HICAP). HICAP in turn is administered by the California Department of Aging. These counseling services are free.

Counseling is offered by trained volunteers. It is geared to help you understand your rights and health care options. These counseling sessions are also objective since California Health Advocates does not sell or have partnerships with insurers carrying Medicare plans.

The ability to get objective Medicare counseling for free is a great benefit for Medicare beneficiaries, especially since Medicare is complex.

Legal Representation

Through HICAP, you can also receive assistance with appealing coverage denials and get legal help and representation if needed. This service is invaluable, especially if you cannot afford your own attorney.

Online Educational Resources

In addition to in-person and personalized help, California Health Advocates also offers educational resources online. These resources explain different aspects of Medicare, including how each part works. If you're not ready to schedule an appointment or are just trying to get your bearings, accessing these resources can help you understand Medicare better.

Advocacy and Policy Work

California Health Advocates is also involved in advocacy and policy research work. It targets state and federal legislators and works with partners to promote policies that help Medicare beneficiaries.
